Sister Loretta was born on November 20, 1926, in Green Bay, Wisconsin ,to parents Jeremiah William and Regina Medina (Wellens) Duggan. She entered the Sisters of St. Joseph of Carondelet in 1958 and was received into the novitiate as S. Francis Regina in 1959. She received a bachelor’s degree in education from Fontbonne College in 1963.

In 1963, Sister Loretta began her 22 years of ministry in education in Kansas City, Missouri. She taught at the Cathedral of the Immaculate Conception Grade School for two years, followed by four years at Assumption Grade School.

In 1969, she moved to St. Louis and taught at St. Edward Grade School until 1971. She then headed north to West De Pere, Wisconsin, to teach at St. Joseph Grade School for the next nine years.

After nearly a year off to care for family, Sister Loretta returned to the classroom for five more years at Valle Grade School in Ste. Genevieve, Missouri.

In 1986, she went on to serve her CSJ community at Nazareth Living Center in St. Louis. Sister Loretta remained there until her retirement in 1997. In 2008, she moved to Nazareth where she lived out her ministry of prayer and presence.

A Funeral Mass will be held on September 5 at 10 a.m. at the Nazareth Living Center Chapel, 2 Nazareth Lane, St. Louis, MO. Cremains will be buried at Resurrection Cemetery.
