Sister Joan was born in Hannibal, Mo.. She entered the Sisters of St. Joseph of Carondelet in 1951 and was received into the novitiate in 1952 as Sister William Frances. She received a bachelor’s degree in history from Fontbonne University in 1961; a master’s degree in American history from St. Louis University in 1968; and a doctorate in history from Illinois State University in 1979. 

For nearly 30 years, Sister Joan taught at numerous schools in Missouri, Colorado, Indiana, and Illinois including St. Mary Magdalen, St. Roch, Immacolata and St. Thomas Aquinas High School in the Archdiocese of St. Louis during the 1960s and 70s. in the 1980s, she awas a faculty member of Avila University in Kansas City, Mo.

After a few years of serving as a counselor, she returned to education as the president of St. Joseph's Academy in St. Louis. 

Upon her retirement in 2004, she began volunteer ministry, including five years of service at St. Vincent’s Home for Children in St. Louis.
